Checklist for new releases of Snowflake

• Check to see if STUN server list should be updated. We have a stun-torrc-check tool for this purpose.

• Check if there are any updates about which STUN servers are blocked in countries we suspect might try to block them (see https://gitlab.torproject.org/tpo/anti-censorship/pluggable-transports/snowflake/-/issues/40523 for scripts)

• Determine the new version number.

  We use semantic versioning. If there are breaking changes, bump the major version. If there are new features only, bump the minor version. If there are only bug fixes, bump the patch version.

• Change the version string in common/version/version.go

• Add all the changes since the last version to the ChangeLog

  This can be done by hand or automatically using commit messages.

• Commit ChangeLog and version string changes

• git tag the new version and push the latest commit as well as the tag
